Portugal once considered creating a semi-independent African state in the heart of Angola: a protectorate built around the Ovimbundu people and the Cunene River basin, which could have become a new independent country in modern times. During the Scramble for Africa, as European powers rushed to formalize control over the continent, Portugal faced a major problem: it lacked the manpower and resources to fully govern Angola’s vast interior. One proposed solution? Establish a client kingdom: the “State of Cunene”, ruled indirectly through local Ovimbundu leadership. But regime change in Portugal, shifting colonial strategy, and the move toward centralized rule killed the idea.
